  • Overview

    SJS Executives is currently seeking an Energy Program Manager to join our team. Our ideal candidate will be supporting the Installation Commanding Officer (ICO) and PWO in supporting energy and water mandates and achieving installation specific energy reduction goals. Our candidate will aslo serves as the primary technical and programmatic advisor to the Installation Energy Conservation Board. Must have knowledge planning meeting agenda, preparing strategies, providing decisional papers with supporting documentation, conducts briefs, etc.

    Responsibilities

    • Performs installation level strategic energy and sustainability planning in alignment with region/installation
      energy goals and higher guidance such as OPNAV Shore Energy Management Instructions, CNIC Energy
      Instructions, and NAVFAC Energy guidance.

    • Develops and implements Installation Energy & Water Plan, and other installation level energy policies and
      directives, based on the Regional Energy Plan and installation specific energy goals.

    • Provides recommendations to REPM for new policy/policy improvement.

    • Develops, implements, and manages programs and initiatives to support energy mandates and achieve
      installation goals.

    • Identifies and justifies program requirements needed to resource and manage the energy program. Provides
      leadership and guidance to installation energy team in executing the installation strategic energy plan.

    • Develops and oversees Building Energy Monitor (BEM) program. Maintains installation BEM contact lists

    • Trains and provides guidance to BEMs. Recommends exceptional BEMs for awards/recognition.

    • Acts as Contracting Officers Representative (COR) for Resource Efficiency Manger (REM) and Energy Efficiency
      Manager (EEM) contracts.

    • Provides program guidance and direction to REM/EEMs.

    • Develops action plans to incorporate best energy practices across the installation.

    • Fosters cooperation and communications to build a strong energy team.

    • Coordinates and collaborates with NAVFAC Business Lines and Product Lines, as well as Facility Maintenance Department (FMD) and Facilities, Engineering and Acquisition Department (FEAD), Utilities Energy Management (UEM), and maintenance personnel.

    • Meets with installation facility managers, department representatives, program managers, and tenant
      command representatives to promote energy efficiency in daily operations and activities.

    • Mainstreams energy by integrating the program throughout the installation and the Public

      Works Department:

    • Promotes facility energy and water efficiency.

    • Collaborates with Public Works Department personnel and other Installation Facility Managers (e.g. Port
      Ops, Air Ops, Fleet and Family Readiness, BEMs, tenants, etc.) to promote energy efficiency in daily
      operations and activities, and to ensure best management practices are incorporated into facility O&M
      policies and procedures.

    • Ensures compliance with use of Energy Star/energy efficient equipment and appliances, designing to LEED
      criteria, sustainability, and commissioning/retrocommissioning of facilities.

    • Coordinates with Installation purchasing agents to assist in identifying and purchasing Energy Star/energy
      efficient equipment and appliances.

    • Develops, organizes and oversees installation energy awareness campaigns.

    • Coordinates with Installation Public Affairs Personnel to ensure consistent message, aligned with current
      guidance, is used during all energy related communications.

    • Provides and tracks energy related training.

    • Coordinates with key personnel to provide training for FMD, FEAD and maintenance personnel on energy
      technology and products.

    • Prepares and conducts briefings to a wide range of people and diverse audiences.

    • Prepares and conducts targeted energy awareness training, primarily to BEMs, facility managers, planners,
      maintenance personnel and operations personnel.

    • Prepares and conducts general energy awareness training for installation personnel.\

    • Uses energy reports, mock bills and other data-centric tools to maximize transparency of energy
      consumption across the installation.

    • Prepares installation reports, metrics and award submittals.

    • Prepares and evaluates installation energy metrics. Communicates and explains energy data and metrics (consumption, energy intensity, trends, etc.) to a variety of audiences.

    • Organizes and Participates in energy forums

    • Serves as the installation representative at energy forums

    • Participates in DON and NAVFAC Energy Project Execution Team meetings.

    • Participates in installation level working groups with an energy focus.

    • Partners with other services and industry.

    • Data management, verification and validation.

    • Validates information and parameters used in development of Installation specific energy goals (eROI, DUERs, iNFADs, project status, etc.)

    • Reviews commodity consumption reports and trend analysis for actionable items such as potential projects
      and smart energy culture.

    • Ensures accurate and complete installation energy data management by working horizontally with
      Installation FMD, FEAD and UEM personnel.

    • Responds to data calls and informs PWO, and REPM of impacts to program goals, requirements and
      resourcing.

    • Develops installation energy master audit plan.

    • Oversees and manages audits, energy surveys, feasibility studies, and detailed energy studies.

    • Identifies and maintains list of priority facilities requiring audits to meet EISA compliance.

    • Submits input for centrally managed energy audits to the REPM.

    • Coordinates schedule and ensures that escorts are available as required for audit completion.

    • Validates and evaluates audit results. Provides feedback regarding contractor performance and deliverables.

    • Accepts audit results.

    • Ensures that audit results are available to all interested parties (post on energy website/team sites, share
      results with Planners, Requirements Branch, FEAD, and IPT, etc… as appropriate to ensure audit findings
      are considered in future energy projects.)

    • Project Development and Integrated Project List (IPL)

    • Ensure audit results are used in energy project development.

    • Identifies grants and rebates which are applicable for energy projects.

    • Collaborate with Project Developers on Statement of Work (SOW), Request for Proposals (RFPs), and
      Government Cost Estimates (GCEs).

    • Works with Project Developers to ensure that DD Form 1391 and energy Return on Investment (eROI)
      templates are properly completed for all energy projects.

    • Recommends funding strategies and bundling of projects for project execution – MILCON, Energy
      Conservation Investment Program (ECIP), energy Restoration and Modernization Special Projects (eRM),
      Sustainment (ST), energy Major Maintenance and Repair Projects (eMMRP), Geothermal, third party
      financing (ESPC, UESC), etc.

    • Develop and track the installation energy project IPLs (MILCON, ECIP, SRM, financed programs).

    • Reviews third party financed project proposals (ESPC and UESC). Oversees development of site packages
      for installation financed projects based on Commander Naval Region Mid-Atlantic (CNRMA)and CNIC
      processes for finance projects.

    • Submit energy projects to REPM.

    • Responsible for Development of Measurement and Verification (M&V) plans, including identification of
      baselines, for approved energy projects.

    • Develops M&V strategies to incorporate into performance based contracting elements.

    • Collaborate with FEAD staff and Contracting Officers to develop installation acquisition strategies for
      execution of energy projects.

    • Participates on Technical Evaluation Boards (TEBs) or Source Selection Boards (SSBs) for energy projects
      when requested by Contracting Officer.

    • Submits documentation required to obtain grants and rebates

    • Monitors installation energy project execution by communicating horizontally with FEAD personnel.

    • Collaborates with FEAD and Maintenance personnel to ensure M&V plans are followed before, during and
      after project execution.

    • Reports M&V data, to include entering M&V data in the Department of Energy website.

    Qualifications

    • 4 years of experience
    • Certified Energy Manager (CEM) certification in accordance with Association of Energy Engineers
    • U.S Citizen
    • Able to pass background check/drug screen
